Land Use Planning, Smart Growth and Data Access using GIS

Course Fee: $350

This 2-day class offers an in-depth, hands-on experience with land-use planning issues, Wisconsin's new Smart Growth elements, and data access. The popular and easy-to-learn ArcView and ArcExplorer software and extensions will be used for input, analysis and display of land use maps and related information. Other programs will demonstrate 3D visualization of land use scenarios and public access. Dane and other Wisconsin county data sets will be used. Explore the effects of decisions based on various biases and criteria of your choice. Several approaches will be used including; intuitively allocating land resources and seeing a visual display of the results; selecting suitable areas for land use development/preservation using criteria-driven models; and constructing land use maps from tax parcel data sets. We will also feature a new technology in citizen planning: The Smart Board. This technology allows for interactive planning by allowing citizens and planners to gather around a horizontal computer interface and make planning decisions.

Topics Covered

GIS technology and concepts in the context of 5 planning modules:

  • Exploration: Use the World Wide Web, ArcExplorer and ArcView to explore data sets. Explore patterns and trends in the cultural and natural landscape to build criteria for deriving land use plans.
  • Analysis: Explore and construct models for planning including environmental corridors, farmland priority zones, and growth management factors.
  • Allocation: Allocate land resources for preservation or growth using various models and methods
  • Impact Assessment: Assess the impacts of alternative land use allocations in terms of 1) potential loss of farmland, 2) additional transportation requirements 3) impacts on environmental and aesthetic values, and 4) costs of community services
  • Visualization: See the latest 3D tools to better visualize the consequences of land use changes.
